The Contracts Manager will serve as a point of contact for internal and external customers regarding contract management, contract compliance, and general contract support, e.g. problem resolution. The Contracts Manager will be responsible for preparing, examining, analyzing, negotiating, and revising contracts that involve the purchase or sale of product and/or services in line with Fisher Scientific’s core business practice(s). The Contracts Manager will formally report to the Director, Government Contracts and will functionally reside in the CCG legal department and will also support business development efforts, e.g. with Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs) preparation and execution.

Key Responsibilities:
  • Review, draft, negotiate and administer contracts in accordance with organizational and departmental policies and procedures. As part of this, the Contracts Manager will perform a risk assessment of proposed terms and conditions to ensure compliance with all laws and regulations and work with the business leads to develop recommendations to minimize their potential risk to the business.
  • Extensive knowledge of all contract types (FFP, CPFF, CPAF, CPIF, Labor Hour, T&M, etc.) and vehicles (IDIQ, FSS (GSA &VA), BPA, BOA, GWAC, etc.).
  • Support business development efforts, e.g. with NDAs and TAs preparation and execution.
  • Review RFPs and RFQs and assist in preparing compliant proposals and quotations.
  • Prepare correspondence, letter agreements, and amendments.
  • Revise contract templates as required.
  • Ensure execution of contracts in accordance with standard operating procedures.
  • Create lean processes for Legal Department (e.g. for document processing and execution, file maintenance).
  • Assist sales in completion of vendor certification and representation forms.
  • Provide contract administration support as required by Director of Government Contracts.
  • Handle a wide variety of confidential and time sensitive matters and must be able to keep matters confidential.
Minimum Qualifications:
  • BS/BA Degree and 10+ years managing commercial and government contracts. Or an equivalent combination of work experience and education.
  • Knowledge of/Experience with Department of Defense (DoD) (contracting) Federal Acquisition Regulations (DFAR) and Federal Acquisition Regulations (FAR) compliance.
  • Excellent leadership skills with demonstrated ability to effectively lead in a changing environment.
  • Understanding of the basics of commercial sales such as pricing, delivery, warranty and payment terms, as well as legal terms with regard to liability issues, including indemnification, insurance and limitation of liability
  • Knowledge of organization policies, procedures, and systems.
  • Excellent verbal/written communication and problem-solving skills.
Preferred Qualifications:
  • Skilled in planning and organizing.
  • Skilled in exercising initiative, judgment, problem-solving, decision-making.
  • Customer centric and focused approach in supporting both external and internal customers.
  • Working knowledge of Microsoft office applications in a Windows environment.
